Registered pharmacists may prescribe drugs and devices for previously diagnosed conditions, self-limiting conditions, or acute conditions diagnosed after performing waived laboratory tests, and may dispense a one-time emergency refill without another practitioner's authorization if the patient's health would be harmed without continued access to the medication

Pharmacists are prohibited from prescribing non-FDA-approved drugs, non-opioid controlled substances (except in specific clinical settings like inpatient facilities, hospice care, or substance use treatment programs), and opioid controlled substances under this new authority

Pharmacists may order laboratory tests necessary for drug therapy or patient care, perform any CLIA-waived laboratory tests, and serve as laboratory directors of exempt laboratories without requiring a collaborative practice agreement

Removes the restriction limiting pharmacists to collecting specimens only via fingerstick or oral/nasal swab, allowing any available collection method

Effective January 1, 2026, with the State Board of Pharmacy authorized to adopt regulations establishing scope of practice, standard of care, and liability insurance requirements for pharmacists exercising these new authorities
