Creates the Fund for Hydrological Studies as a special revenue fund in the State Treasury to provide grants for hydrological studies in counties with populations under 100,000 (all counties except Clark and Washoe)

Reduces applicant costs for State Engineer-required hydrological studies from 100% to 50% in eligible counties, with the Fund covering the remaining 50% through matching grants

Establishes backup funding mechanisms: if the Fund has insufficient money, the Account for Studies Concerning Water covers remaining costs; if both are insufficient, applicants may pay the balance or withdraw their application for a refund

Appropriates $5 million from the State General Fund ($3 million for FY 2025-2026 and $2 million for FY 2026-2027) to fund the grants

Takes effect July 1, 2025, with appropriation and regulatory preparation provisions effective upon passage and approval
