Enacts the Uniform Easement Relocation Act (Sections 2-32), allowing property owners burdened by certain easements to petition courts to relocate easements if the relocation does not materially impair the easement's utility or the benefitted property's condition, use, or value.

Prohibits relocation of easements held by public utilities, public entities, or those designated for conservation purposes, associated with public roads, negative easements, or easements created by common-interest community declarations.

Requires property owners seeking relocation to file a civil action, bear all reasonable relocation expenses (including construction, permits, title insurance, and attorney's fees), and record certified court orders in land records before proceeding.

Enacts the Uniform Mortgage Modification Act (Sections 34-50), establishing safe harbor provisions that preserve mortgage priority for certain modifications including maturity date extensions, interest rate decreases, debt forgiveness or forbearance, and escrow/insurance requirement changes.

Applies effective October 1, 2025, with the Easement Relocation Act covering easements created before, on, or after that date, and the Mortgage Modification Act applying to modifications made on or after that date regardless of when the original mortgage was created.
