Requires operator businesses to hold applicable business licenses and maintain liability insurance or surety bond of at least $1,000,000 to operate inflatable devices such as bounce houses, inflatable slides, and water slides

Mandates operators maintain a logbook for each inflatable device with inspection records retained for at least 2 years, available for review by customers, users, or government agencies

Prohibits operation when wind speed exceeds manufacturer recommendations or 15 miles per hour (whichever is greater), requiring continuous monitoring with an anemometer

Establishes anchoring requirements using either 18-inch noncorrosive metal stakes driven at a 22-degree angle or weights of at least 75 pounds per anchor point

Authorizes counties, cities, and towns to enact ordinances with same or additional requirements and impose criminal or civil penalties for violations; effective January 1, 2026
