Removes "maliciously" and "wantonly" from the offense of discharging a firearm in public places, making only negligent discharge a misdemeanor under NRS 202.280

Elevates willful firearm discharge in designated populated areas from a gross misdemeanor to a category C felony for first offense, and category B felony (2-15 years imprisonment) for second offenses, multiple discharges in one incident, or offenders with prior firearm discharge convictions

Increases penalties for juveniles adjudicated delinquent for illegal firearm possession: first offense now requires 200-600 hours community service and 90-day to 2-year driver's license suspension (previously 200 hours and up to 1 year)

Authorizes juvenile courts to commit minors to secure detention facilities for second firearm possession offenses and impose additional punitive measures in the best interest of the public or child
