Expands the definition of "clinical peer" to include licensed dentists engaged in the practice of dentistry, in addition to physicians, for purposes of external review of adverse insurance determinations.

Removes the exemption for dental-only insurance policies from requirements that insurers establish complaint resolution procedures and provide external review of adverse coverage determinations.

Authorizes dentists to make coverage decisions for managed care organizations, submit external review requests on behalf of covered persons, and provide written certifications for expedited reviews when treatment delays would be significantly less effective.

Requires independent review organizations to notify and include the covered person's dentist in communications about external reviews, including requests for additional information and final determinations.

Mandates that independent review organization decisions must consider recommendations from the insured's dentist, and allows dentists to serve as expert reviewers in their specialty area during the external review process.
