Transfers authority to act as "chief of the using agency" for contract procurement from the PEBP Board to the Executive Officer of the Program

Requires at least one Board member to be appointed to any evaluation committee reviewing contract proposals, changing from optional participation to mandatory

Eliminates requirements for the Board to review contract proposal evaluations in closed meetings and award contracts in open meetings

Removes Open Meeting Law requirements that previously applied when the Board exercised contracting duties under the State Purchasing Act

Effective upon passage and approval
