Exempts blow-dry styling, hair braiding, shampoo technology, and makeup artistry from state licensing requirements when practitioners engage in no other regulated cosmetology practices

Creates federally-registered apprenticeship pathways for barbers (2,000 hours), cosmetologists (2,250 hours), estheticians (2,000 hours), nail technologists (2,000 hours), and electrologists (2,000 hours) as alternatives to traditional schooling

Reduces cosmetology school training requirements from 1,600 to 1,000 hours for cosmetologists and from 1,000 to 600 hours for hair designers, and reduces out-of-state practice experience requirements from 4 years to 1 year

Eliminates "good moral character" requirements, 10th/12th grade education requirements, and tuberculosis/communicable disease testing as prerequisites for barbering and cosmetology licenses

Allows barbers and cosmetologists to work in the same establishment without physical partitions or separate spaces, and permits cosmetology instructors to obtain barbering instructor licenses without additional examination
