Exempts the Office of the Military from the requirement to use engineering and architectural services provided by the State Public Works Division for building construction on state property or with legislatively appropriated funds

Adds the Office of the Military to the existing list of exemptions that includes highway maintenance buildings, certain state park improvements under 1,000 square feet, Department of Wildlife improvements, and certain Nevada System of Higher Education buildings

Allows the Office of the Military to independently procure its own engineering and architectural services for construction projects

No fiscal impact on state or local government
