Changes the nomination process for teacher appointments to the State Board of Education, Teachers and Leaders Council of Nevada, and Statewide Council for the Coordination of Regional Training Programs by replacing the Nevada State Education Association as the sole nominating entity

Requires the Governor to select teacher nominees from two separate lists: three candidates from the employee organization representing the plurality of teachers in large school districts (100,000+ pupils, currently only Clark County), and three candidates from the organization representing teachers in all other districts

Applies the same dual-nomination structure for school counselors, psychologists, speech-language pathologists, audiologists, and social workers appointed to the Teachers and Leaders Council

Maintains the existing number of educator positions on each board/council while shifting nomination authority to local employee organizations based on district size
