Removes the population threshold of 100,000 or more that previously limited which counties could create a registrar of voters office, expanding eligibility from only Clark and Washoe Counties to all Nevada counties

Authorizes county commissioners to create the office, prescribe qualifications, duties, and compensation, and make appointments to the position

Registrar of voters assumes all election-related powers and duties of the county clerk upon appointment, except for making out and delivering certificates of election

Effective date: July 1, 2025
