Repeals the existing pilot program for competency-based education and eliminates the requirement for the Department of Education to conduct a public awareness campaign on the topic

Authorizes school district boards, charter school governing bodies, committees forming charter schools, charter management organizations, and university schools for profoundly gifted pupils to apply directly to the Department of Education for approval to provide competency-based education programs

Establishes methods for students in competency-based programs to earn course credit without attending regular classes, including through work portfolios, performance tasks, or meeting approved competency criteria

Requires approved programs to develop implementation plans, present them publicly at least 45 days before the school year, and comply with all graduation requirements, accountability standards, attendance rules, and state assessments

Allows alternative scheduling for participating students, including shorter or longer school days and year-round participation, while requiring full-time programs to meet minimum instructional hour requirements; effective July 1, 2025
