Requires the Sagebrush Ecosystem Council to establish by regulation a program to mitigate damage to sagebrush ecosystems through a credit/debit system for protecting, enhancing, or restoring habitat

Mandates the Council adopt regulations specifying the application process for participating in the mitigation program, either by proposing credit-creating projects or acquiring debits to compensate for habitat loss from development

Requires regulations establishing an appeals process for applicants to challenge Council decisions and a process for periodic review of approved projects

Program participants may include persons, federal and state agencies, local governments, and nonprofit organizations

Effective upon passage for rulemaking purposes; fully effective July 31, 2027
