Department of Corrections required to establish vocational farm programs at facilities where practical, subject to available funding; participation must be voluntary, programs must use sustainable agricultural practices, and food produced must be used in offender meals with surplus donated to local charities

Department authorized to contract with or accept volunteer services from independent registered dietitians who are not affiliated with existing food service vendors, and may adopt regulations governing their roles

Department must issue a request for information during the 2025-2026 interim to at least two food service providers (including one nonprofit) to gather cost data for current and improved food quality options

Department must conduct a comprehensive 1-year food services study during the 2025-2026 interim, including cost analysis, nutritional comparisons, food safety evaluations, menu deviation documentation, food waste assessment, a 90-day "Pick Your Own Menu" pilot program, and commissary reliance analysis; results must be published on Department website

Food service contract renewals during the study period limited to 2-year terms maximum; provisions apply to contracts entered into or renewed after October 1, 2025
