Creates the Community Project Grant Program to award grants to 501(c)(3) nonprofit corporations for projects that benefit Nevada communities

Establishes a dedicated Account for the Community Project Grant Program in the State General Fund, with funds that do not revert at fiscal year end

Requires the Director of the Office of Federal Assistance to adopt regulations prescribing eligibility criteria, application procedures, and expenditure reporting requirements

Mandates a separate application process for smaller nonprofits with annual revenue under $1,000,000 or those in existence less than 5 years after receiving IRS tax-exempt status

Requires biennial reports to the Legislature by October 1 of odd-numbered years; effective July 1, 2025
