County and city clerks must affirmatively ask voters if they want to update their signature on file when contacting them about mail ballot signature mismatches; unless the voter explicitly declines, any signature provided during the cure process automatically becomes their new voter registration signature.

Secretary of State assumes responsibility from county clerks for sending notices to persons who register to vote or update their registration through the automatic voter registration system.

Eliminates the requirement that county clerks provide separate written notice within 5 working days when a voter is added or changed on the statewide voter registration list through automatic voter registration.

Contains unfunded mandates (Sections 1 and 5) that may have fiscal impact on local governments and the state, with provisions exempting related local government expenses from certain statutory limitations.

Effective January 1, 2026 for most provisions, with immediate effect upon passage for adopting regulations and preparatory administrative tasks.
