Prohibits the sale, import, export, possession, or constructive possession of vapor products not approved by the FDA for interstate commerce, classifying them as contraband tobacco products

Bans cigarette sales to anyone born after December 31, 2004, except on premises of casinos operating under nonrestricted gaming licenses

Requires the Department of Taxation to create and maintain a public directory of FDA-approved vapor products on its website

Authorizes county commissioners to adopt ordinances prohibiting persons under 21 or born after December 31, 2004, from purchasing, possessing, or using tobacco products (with casino exemptions for cigarettes)

Establishes civil penalties ranging from $100-$500 for individual violations and $2,500-$10,000 for licensee violations within 24-month periods, effective January 1, 2026
