Courts are prohibited from considering previously sealed criminal records when deciding whether to grant a petition to seal records for a different conviction, reversing current law that allows such consideration

Amends NRS 179.295 to change the court's authority from "may consider" sealed proceedings to "shall not consider" them in record-sealing determinations

Applies to petitions for sealing records filed on or after October 1, 2025

Strengthens the legal treatment of sealed records as proceedings that never occurred by removing an exception that allowed courts to reference them in subsequent sealing cases
