Creates the Office of Aerospace headed by a Governor-appointed Director to develop statewide aviation planning, manage air service development with emphasis on intrastate service, create automated weather observation systems, establish airport lighting certification programs, and implement crew car networks for rural airports.

Establishes the Nevada Aerospace Development Fund as a special revenue fund to provide grants to air carriers establishing or enhancing service to National Plan of Integrated Airport Systems public airports, with grants structured as revenue-per-flight guarantees or profit goal guarantees.

Creates the Nevada Aerospace Commission (replacing the Nevada Air Service Development Commission) with 8 members representing the Office, Commission on Tourism, Nevada Aviation Association, Clark County aviation, Reno-Tahoe Airport Authority, Nevada Resort Association, Nevada Association of Counties, and Nevada League of Cities—meeting quarterly to advise on aerospace development priorities.

Transfers administration of the Fund for Aviation from the Department of Transportation to the Office of Aerospace, which may award grants to counties, cities, or local governments for federal matching funds and airport planning, construction, or maintenance projects (excluding Reno-Tahoe Airport Authority and Clark County airports).

Requires annual reports to the Legislature by February 1 detailing grant applications received, total amounts awarded from both funds, and explanations of how each grant will be used for air service or airport improvements.
