Increases the monetary threshold for mandatory nonbinding arbitration in civil actions from $50,000 to $100,000 per plaintiff, excluding attorney's fees, interest, and court costs

Removes the existing $100/hour and $1,000/case cap on arbitrator compensation, instead requiring Supreme Court rules to set maximum limitations with waiver available for good cause

Authorizes arbitrators and short trial judges to award prevailing parties attorney's fees up to $15,000, plus costs and interest as provided by statute or court rule

Excludes three additional case types from mandatory arbitration: insurance bad faith claims seeking punitive damages, sexual assault/battery actions, and product liability actions

Applies to civil actions filed on or after January 1, 2026
