Eliminates the 15% excise tax on wholesale cannabis sales by medical and adult-use cultivation facilities to other cannabis establishments

Increases the retail excise tax on cannabis and cannabis products from 10% to 14.25% of sales price at adult-use retail stores and consumption lounges

Removes local governments from receiving cannabis excise tax revenue distributions; remaining funds after Cannabis Compliance Board costs go entirely to the State Education Fund

Repeals Department of Taxation regulations for determining fair market wholesale value of cannabis, which become obsolete without wholesale taxes

Effective date: July 1, 2025; requires two-thirds majority vote for passage
