Cannabis Compliance Board may waive registration card requirements for persons holding 5% or more ownership interest in a cannabis establishment, following Board-established policies and procedures

Registration card fees for owners, officers, board members, cannabis executives, and cannabis receivers increase from $150 to $400 for initial issuance and renewal

Registration cards expire 2 years after issuance for initial cards and 2 years after the previous expiration date for renewals; eliminates requirement to submit annual affidavit attesting to no changes in information

Establishes two categories of registration cards: one authorizing work at any cannabis establishment except independent testing laboratories, and one specifically for independent testing laboratories

Changes apply to registration cards issued or renewed on or after October 1, 2025; requires two-thirds majority vote for passage
