Requires Medicaid to reimburse nonemergency secure behavioral health transport providers for "deadhead" miles traveled between their base location and patient pick-up points, as well as from drop-off locations back to base

Mandates the Department of Health and Human Services to apply for federal waivers or State Plan amendments necessary to receive federal funding for these reimbursements

Requires the Director to submit a federal request by January 1, 2026 to increase reimbursement rates by at least 15% for transport services in rural counties with populations under 100,000 (all counties except Clark and Washoe)

Requires at least a 10% reimbursement rate increase for nonemergency secure behavioral health transport services in urban counties (Clark and Washoe)

Becomes effective January 1, 2026, with preparatory administrative tasks authorized upon passage and approval
