Expands recognition of medical education from the United Kingdom, Australia, New Zealand, and other countries with equivalent standards to the United States and Canada for physician licensure purposes

Requires physicians, physician assistants, and advanced practice registered nurses to screen youth ages 12-18 for certain health conditions using a standardized Preparticipation Physical Evaluation Form during routine physical examinations

Authorizes medical assistants to perform clinical tasks under supervision of registered nurses and allows the State Board of Nursing to discipline nurses who fail to adequately supervise medical assistants

Eliminates certain special physician licenses and renames the "special purpose license" to "telemedicine license," while streamlining licensure by endorsement procedures

Authorizes certified registered nurse anesthetists to order, prescribe, and administer controlled substances in hospitals located in cities with populations under 25,000 (in addition to existing authority in critical access hospitals)
