Exempts adding prekindergarten programs to a school from the formal change-of-use procedures that apply to school closures and location changes

Expands notification requirements to include community members residing within 1 mile of an affected school, in addition to principals, teachers, and parents, with 30 days' written notice required

Requires school closure notices to include the reason for closure, documentation of associated costs, and the scope of work needed to keep the school open

Prohibits school districts from basing closure decisions on flood or fire damage, or on student enrollment numbers

Requires the State Board of Education to review all final school closure or change-of-use decisions at its next regular meeting, with authority to affirm, modify, or reverse the local board's decision
