Defines "artificial intelligence" for emergency management purposes as a machine-based system that can make predictions, recommendations, or decisions influencing real or virtual environments for human-defined objectives

Requires all state and local emergency management plans to include provisions ensuring final decisions on emergency response planning and resource allocation are made by a natural person, not AI

Prohibits public utilities from making final decisions to reduce or shut down utility service during a disaster or emergency based solely on artificial intelligence

Amends NRS Chapter 414 (emergency management) and NRS Chapter 704 (public utilities) to incorporate these AI restrictions
