Director of the State Department of Agriculture must establish the Nevada State Fairgrounds on approximately 80 acres of state-owned land in Washoe County currently leased to the county, with responsibility to develop, maintain, operate, and promote the facilities for agricultural purposes.

Creates the Account for the Maintenance and Operation of the Nevada State Fairgrounds in the State General Fund, which may receive gifts, grants, and donations and will fund fairgrounds operations.

Terminates the existing lease of state land to Washoe County that dates back to 1951 and was extended to March 21, 2050, while allowing Washoe County to retain a new lease (at no cost) for the approximately 21.3 acres where it has constructed a county public building complex.

Requires Washoe County to survey and generate a legal description for the portion of property it uses for the public building complex, with the State Land Registrar executing a new lease for that portion.

Transfers to the State Department of Agriculture any funds, accounts payable, and existing contracts associated with the Nevada State Fairgrounds, and requires the Nevada Junior Livestock Show Board to review physical improvements to the fairgrounds.
