Allows Nevada-based businesses owned by veterans with service-connected disabilities to combine two existing 5% bid preferences for a total 10% preference on state purchasing contracts

Eliminates the prohibition against combining the Nevada-based business preference with the veteran-owned business preference

Repeals the "inverse preference" that previously penalized out-of-state bidders from states that grant in-state preferences while denying those preferences to Nevada businesses

Removes references to the inverse preference from state purchasing advertisement requirements and contract award criteria
