Requires the Department of Health and Human Services to apply for a federal waiver amendment to provide Medicaid coverage of attendant care services for frail elderly persons, including bathing, grooming, toileting, moving about, dressing, and eating

Mandates the Aging and Disability Services Division to establish an Internet website connecting agencies that provide personal care services in the home with persons needing such services

Website must list all licensed personal care agencies with their location, contact information, service areas, level of care provided, disciplinary history, and accepted insurance types

Allows participating agencies to connect with potential clients through the website platform

Effective January 1, 2026, for implementation purposes, with immediate effect upon passage for preparatory administrative tasks and regulation adoption
