Creates the Office of Children's Mental and Behavioral Health within the Department of Health and Human Services, led by a Director appointed by the DHHS Director who must have at least 5 years of experience providing mental/behavioral health services to children and hold relevant medical or clinical licensure.

Requires the Office to develop a statewide plan for children's mental and behavioral health services, review mental health consortium plans and reports, coordinate with regional behavioral health policy boards, and submit annual implementation reports to the Legislature.

Eliminates the existing Commission on Behavioral Health subcommittee on children's mental health, transferring its duties to the new Office.

Appropriates $1,113,364 from the State General Fund for personnel and operating costs, plus $15,000 for equipment and office supplies in Fiscal Year 2025-2026.

Requires the Office Director to begin establishing a Children's Behavioral Health Center of Excellence, with a progress report due by January 1, 2026, a presentation to the Joint Interim Standing Committee by April 1, 2026, and a final establishment proposal due to the DHHS Director by June 1, 2026.
