Requires all public and private health insurance policies, including Medicaid, to cover screening, assessment, and diagnosis of ADHD, fetal alcohol spectrum disorders, intellectual disabilities, and specific learning disabilities for persons under age 18, or up to age 22 if enrolled in high school

Applies to individual health insurance, group health insurance, health benefit plans, fraternal benefit societies, hospital/medical service corporations, health maintenance organizations, and managed care organizations effective January 1, 2026

Authorizes the Commissioner of Insurance to suspend or revoke the certificate of any health maintenance organization that fails to comply with coverage requirements

Does not require insurers to reimburse schools for services delivered through school services

Contains an unfunded mandate (Section 13) affecting local governments, exempting additional local government expenses from certain fiscal limitation provisions
