Expands the Interim Retirement and Benefits Committee's oversight to include the Legislators' Retirement System, in addition to its existing review of the Public Employees' Retirement System, Judicial Retirement System, and Public Employees' Benefits Program

Establishes new procedures for the Interim Retirement and Benefits Committee including member term limits, appointment of alternates, vacancy filling processes, and automatic termination of membership for members not seeking reelection or defeated in elections

Eliminates the Fiscal Analysis Division's requirement to perform biennial budget stress tests comparing estimated future revenues and expenditures under various economic conditions and to report results to the Governor and Legislature

Abolishes the Legislative Bureau of Educational Accountability and Program Evaluation within the Fiscal Analysis Division, which was responsible for collecting education data, analyzing education programs, and submitting biennial reports
