Governor must include collective bargaining agreement amounts in the biennial executive budget to the extent practicable, and must submit a report to the Legislature explaining any determination that inclusion is impracticable on the same day the budget is submitted

Collective bargaining negotiations must begin by April 1 of each even-numbered year (moved from October 1), and within 60 days for newly represented bargaining units

Mediation may be requested after six negotiation meetings or by September 5 of even-numbered years for existing bargaining units, or after eight meetings/90 days for first-time agreements

Arbitration proceedings must begin by September 15 (moved from February 15) with decisions rendered by December 5 (moved from March 5) of even-numbered years

Appropriates $144,474 and $189,623 to Division of Human Resource Management and $142,566 and $183,920 to Office of the Governor for FY 2025-2026 and FY 2026-2027 respectively; Economic Forum revenue report deadline moved from December 3 to November 15
