Medicaid providers must request a hearing within 90 calendar days after receiving notice of an action taken against them, unless extenuating circumstances exist

Division of Health Care Financing and Policy must adopt regulations defining which actions qualify for a hearing, hearing procedures, and what constitutes extenuating circumstances for late filing

Employees or representatives who investigated or made the initial decision against a provider are prohibited from serving as hearing officer

Provisions apply prospectively only to hearings requested on or after January 1, 2026

Act becomes effective upon passage for regulatory preparation, with full implementation on January 1, 2026
