Expands syphilis examination requirements for pregnant women to include physician assistants and advanced practice registered nurses, in addition to physicians

Requires non-hospital medical facilities and hospital emergency/labor units to use rapid or point-of-care syphilis tests for pregnant women who haven't received prenatal screenings, unless serological test results can be obtained before discharge

Mandates medical facilities develop compliance policies for syphilis testing requirements and American College of Obstetricians and Gynecologists recommendations, with documented refusals required in medical records

Exempts rural clinics owned or operated by government entities (state, county, city, or health boards) from the facility-level testing requirements

Requires Medicaid to reimburse rapid or point-of-care syphilis testing separately from other prenatal care reimbursement, subject to federal funding availability; effective date January 1, 2026
