Appropriates $21,000,000 from the State General Fund to the Nevada Supportive Housing Development Account for grants supporting subsidized housing and services for persons experiencing homelessness or at risk of unnecessary institutionalization

Removes the requirement that the Housing Division's supportive housing grant program be "subject to the availability of funds appropriated," making the program mandatory

Converts the Nevada Supportive Housing Development Fund from a special revenue fund in the State Treasury to an account in the State General Fund, with money carrying forward rather than reverting at fiscal year end

Requires the Governor, beginning with the 2027-2029 biennium, to submit a written explanation to the Legislature if the executive budget does not include funding for the supportive housing program

Takes effect immediately upon passage and approval
