Expands existing law allowing electronic communication devices (cameras/monitors) in skilled nursing facilities to cover additional facility types including intermediate care facilities, homes for individual residential care, long-term care hospital units, residential facilities for groups, and assisted living units in senior living communities

Authorizes residents of living communities for persons with intellectual or physical disabilities to request installation of electronic communication devices in their bedrooms, with similar consent and privacy waiver requirements as skilled nursing facilities

Prohibits providers of supported living arrangement services from entering contracts that ban electronic communication devices in recipients' homes or retaliating against recipients who install such devices

Establishes civil penalties up to $5,000 for first offense and $10,000 for subsequent offenses for individuals who tamper with devices or view recordings without authorization; facilities face penalties up to $10,000 for first offense and $20,000 for subsequent offenses for discrimination or retaliation

Prohibits posting images or sounds of facility employees captured by these devices on social media or websites, with living communities authorized to revoke device privileges after a second violation
