Renames the Housing Advocate position within the Housing Division to Housing Liaison and expands the statewide low-income housing database to include Division surveys and require an annual analysis report posted by December 31 each year

Changes the threshold for measuring high housing cost burden from 50% to 30% of household income and extends the planning period for identifying subsidized units converting to market-rate from 2 years to 3 years

Restructures affordable housing into five tiers based on area median income: Tier 1 (≤30% AMI), Tier 2 (>30-60% AMI), Tier 3 (>60-80% AMI), Tier 4 (>80-120% AMI), and Tier 5 (>120-150% AMI), and renames "affordable housing" to "attainable housing"

Revises Account for Affordable Housing funding by replacing the fixed $175,000 annual cap for database costs with 6% of deposits, eliminating the required 15% distribution to Welfare and Supportive Services, and removing the local government sponsorship requirement for project eligibility

Moves local government affordable housing report deadlines from July 15 to March 15 for submission and from August 15 to April 15 for Division compilation, effective October 1, 2025
