Creates the Alternative Therapy Pilot Program to provide psychedelic-assisted treatment (psilocybin, psilocin, dimethyltryptamine, ibogaine, or mescaline) for patients with mental health conditions including PTSD, depression, and anxiety disorders

Limits patient eligibility to individuals age 21 or older who have been diagnosed with a mental health condition and are either military veterans with honorable/general discharge or former first responders

Requires the Division of Public and Behavioral Health to administer the program, adopt regulations, approve practitioners and facilities, authorize at least one producer to cultivate/manufacture psychedelic substances, and submit annual reports to the Legislature

Grants civil, criminal, and administrative immunity to approved program participants for conduct involving psychedelic substances within the scope of the program, prohibiting investigation, arrest, or prosecution

Establishes an advisory committee to oversee pilot clinic programs and requires comprehensive data collection on patient outcomes while keeping patient-identifying information confidential; effective October 1, 2025
