Increases penalties for willful and malicious animal cruelty that causes the animal's death from a category D felony to a category B felony, punishable by 1-6 years in state prison and up to $10,000 fine; applies the same penalty when cruelty is committed to threaten, intimidate, or terrorize another person

Removes the agricultural land exception for animal seizure provisions, allowing officers to take possession of cruelly treated animals on farms; also removes the option for courts to order seized animals sold at auction

Extends immunity from civil and criminal liability to private citizens who rescue pets from hot or cold vehicles, provided they determine the vehicle is locked, report to authorities, and remain with the animal until help arrives

Requires juvenile courts to order psychological evaluations for minors adjudicated delinquent for animal cruelty, in addition to existing counseling requirements; adult offenders may be ordered to participate in rehabilitative or educational programs as a probation condition

Extends the deadline for animal owners to request hearings after seizure from 5 days to 7 calendar days, and automatically forfeits animals to local government if no hearing is requested within that timeframe
