Authorizes the State Board of Education to adopt regulations establishing criteria that vendors providing high-impact tutoring programs must meet to contract with school districts or charter schools

Requires regulations to address frequency of tutor-pupil interactions, pupil selection standards, tutoring methods, and maximum pupil-tutor ratios

Mandates criteria for tutor qualifications and training requirements, as well as standards for instructional materials used in the programs

Requires programs to collect data on pupil academic progress and report that progress to school administrators, teachers, and parents or legal guardians

Data security and privacy requirements must comply with state and federal laws, including the Family Educational Rights and Privacy Act (FERPA); effective July 1, 2025
