Designates the nine members of the State Public Charter School Authority as voting members who must be at least 21 years old, and clarifies that only voting members are required to complete training and constitute a quorum (five members needed)

Expands conflict of interest prohibitions for Authority members to explicitly include business relationships with educational management organizations and charter management organizations, not just charter schools directly

Changes eligibility requirements for charter school teachers/administrators serving on the Authority from avoiding schools with low statewide accountability ratings to requiring their school be in "good standing" under its charter contract performance framework

Designates colleges/universities within the Nevada System of Higher Education and cities/counties that sponsor charter schools as local educational agencies directly responsible for federal compliance, rather than requiring them to contract with the Authority for those functions

Clarifies that charter contract renewal applications must include supporting information "other than" (rather than "in addition to") the sponsor's performance report and any response to it
