Standardizes fee waivers granted by the Board of Regents to cover the full balance of registration, laboratory, and mandatory fees remaining after all scholarships, grants, and non-loan financial assistance are applied

Replaces the 2.0 GPA requirement for waiver eligibility with a requirement to meet satisfactory academic progress as determined by the enrolled school and complete FAFSA annually (or alternative form if ineligible for federal aid)

Changes the homeless/unaccompanied youth fee waiver from discretionary to mandatory, requiring applicants be 25 or younger at enrollment, enrolled as undergraduates, and have been an unaccompanied youth for at least 6 months after age 13

Expands Native American student fee waiver eligibility to include Nevada high school graduates/enrollees, GED completers in Nevada, and descendants of Stewart Indian School attendees, regardless of residency; provides continuity through July 1, 2030 for students who received waivers between July 2024 and July 2026

Repeals requirement that the NSHE Chancellor analyze ores, minerals, soil, or water samples submitted by Nevada residents
