Appropriates $45,000,000 per fiscal year (FY 2025-2026 and FY 2026-2027) to provide additional compensation for hard-to-fill teaching positions in public schools, targeting Title I schools with vacancy rates of 10-15% depending on school level, and positions in subjects with critical labor shortages (English, math, science, special education)

Appropriates $19,314,297 per fiscal year (FY 2025-2026 and FY 2026-2027) for charter school teacher and education support professional salary increases, distributed proportionally based on each charter school's share of total charter school employees

Eliminates the authority of Clark County School District (counties with population 700,000+) to use weighted funding for at-risk and English learner pupils to pay hiring and retention incentives for teachers

Requires school districts to submit biennial reports by December 1 of even-numbered years detailing the number of teachers receiving additional compensation, total amounts provided, and number of hard-to-fill positions

Expands the Subcommittee on Education Accountability's authority to study teacher compensation competitiveness with other states and its impact on educational outcomes
