Division of Environmental Protection may issue emergency orders to suspend mining permits and stabilize process fluids when violations pose imminent danger to human health, public safety, or the environment, with hearings required within 10 business days

Creates lien authority for the Division, solid waste management authorities, and Department of Conservation to place liens on real and personal property of mining operations, solid waste facilities, and hazardous waste facilities to recover remediation costs and bond deficiencies

Expands mining reclamation requirements to include stabilization of process fluids and requires mining permit applicants to submit fluid management system operation and maintenance manuals

Requires State Environmental Commission to adopt regulations for solid waste management facility permits and financial responsibility requirements for municipal solid waste landfills, and prohibits landfills from accepting hazardous waste from very small quantity generators

Revises hazardous waste management provisions to include recycling as a regulated activity, removes population-based exemptions for certain counties, and expands enforcement authority for hazardous waste inspections statewide
