Creates a pilot program allowing the Department of Transportation, local authorities, and regional transportation commissions to install automated traffic enforcement systems in temporary construction/maintenance work zones to cite drivers exceeding the posted speed limit by 10+ mph when workers are present

Violations are civil infractions (not moving violations) with penalties capped at $200, no demerit points assessed, and employers prohibited from using citations for progressive discipline against employees

Requires peace officer review of automated evidence before citation issuance, a 30-day public awareness campaign before enforcement begins, and warning signs displaying speed limits and real-time driver speeds at work zone entry points

Prohibits system vendors from receiving payment based on number of citations issued, restricts photo/data storage to the issuing traffic enforcement agency, and requires images to exclude driver/passenger faces

Pilot program effective July 1, 2025 through June 30, 2029, with annual reporting to the Legislature on citation frequency, repeat violations, and infraction trends in temporary traffic control zones
