Department of Corrections must establish a new automated victim notification system to notify crime victims by telephone or electronic means about offender release, escape, residential confinement, clemency hearings, and parole decisions

Repeals the existing Victim Information Notification Everyday System (VINE) in the Attorney General's Office and replaces mail-based victim notification requirements with the new automated system

Prosecuting attorneys must inform victims about the automated notification system and register victims who request inclusion; victims can update their own contact information in the system

System management contracts must be awarded through open competitive bidding every 5 years and require quarterly reports to the Governor on third-party data access, notification errors, and federal funding expenditures

Clemency hearing notices must be sent at least 15 days before meetings; parole hearing notices must be sent within 5 days of the hearing date being set; victim contact information and submitted documents are confidential
