Adds U.S. Space Force veterans and their family members (spouse, parent, child) to those eligible for special veteran license plates supporting outreach programs and services for veterans

Expands special license plates honoring decorated veterans to include recipients of four additional military awards: Air Force Cross, Coast Guard Cross, Distinguished Service Cross, and Navy Cross (in addition to existing Silver Star and Bronze Star with V device eligibility)

Authorizes combining personalized prestige license plates with Gold Star family plates for family members of service members killed in the line of duty or who died from injuries sustained on active duty, upon payment of applicable fees

Sets fees for veteran outreach special plates at $35 for initial issuance, $10 for annual renewal, and $10 for duplicate plates if lost, stolen, or mutilated
