Requires employers with more than 15 employees at "large hybrid environment facilities" (facilities at least 10,000 square feet where workers are exposed to outdoor elements for a majority of shifts through open loading docks or bay doors) to include air quality mitigation programs in their written safety programs

Mandates that vehicles loading or unloading at covered facilities must turn off their engines, with an exception for refrigerated vehicles using independent refrigeration motors

Requires designated personnel to monitor and record greenhouse gas levels, other gases, and air quality in all work areas at least every 4 hours, maintaining a logbook available for review

Requires deployment of additional fans or forced ventilation systems when air quality monitoring reveals levels exceeding occupational safety and health standards

Exempts law enforcement, firefighting, emergency response agencies, solid waste and hazardous waste management operations, towing services, and state agencies from these requirements
