Each county and incorporated city must adopt an ordinance requiring owners or operators of kennels, animal rescue organizations, and commercial pet-handling businesses (breeders, catteries, retailers, pet groomers, dealers) to complete a pet handling training course prescribed by the local governing body

Training must be renewed biennially in a manner prescribed by the local governing body

Exemptions apply to veterinarians, veterinary staff working under supervision, animal shelters, and nonprofit organizations that primarily shelter pets of domestic violence victims

"Pet" is defined as a domestic cat or dog commonly kept for pleasure

Effective October 1, 2025, with immediate effect upon passage for preparatory administrative tasks; NRS 354.599 unfunded mandate provisions do not apply to local government expenses from this act
